
Hanoi (VNS/VNA) – Business leaders call on government agencies to step up efforts to implement key business environment reforms in the next year.
At the beginning of this month, the Government adopted key tasks and solutions for the implementation of the Socio-Economic Development Plan and the state budget budget and improvements business environment and national competitiveness in 2023 according to Resolution 01/2023/NQ-CP.
As stated in the Resolution, by January 20, ministries, departments and local self-governments must complete the creation of programs, action plans and specific documents.
The Ministry of Planning and Investments he will report on these activities to the Government at the regular session of the Government in January.
“Localities and sectors will feel more pressure in the implementation of all the tasks of reforming the business environment, because all actions of the implementation of Resolution 01 are regularly reported to the Government,” said Nguyen Minh Thao, head of the Department of Competitiveness and Business Environment at the Central Institute of Economic Management (CIEM). .
Resolution 01/2023/NQ-CP continues to emphasize the four main tasks of business environment reform, most of which are set out in Resolution 02/2022/NQ-CP.
They include improving the quality of the reform of the list of investment lines and conditional business and the proposal to abolish business conditions that are illegal, unnecessary, impracticable and specific.
State agencies will review practice certificate types and legal documents for simplification administrative procedures.
It will reduce the import and export of goods that require specialized inspection and effectively implement e-procedures at the national single counter.
Agencies must also review and adjust the inspection plan to ensure there is no duplication or overlap to ensure smooth operation.
It will improve the quality of business support services, especially for small and medium-sized enterprises, and promote the implementation of consulting and training solutions on corporate restructuring, finance, human resources, market, risk management and digital transformation for enterprises.
Reform of the business environment is a regular task. Thao said that Resolution 02 every year has concrete solutions and clear tasks.
In the context that Vietnam’s economy is facing greater difficulties, companies must pay attention to the programs and action plans that local governments fulfill in accordance with the requirements of Resolution 01, according to Le Duy Binh, director of Economica Vietnam.
“Vietnam cannot change the difficulties caused by the external environment affecting the economy. However, the nation faces internal problems such as delays in public investment, problems in the bond and stock markets, and difficulties in doing business. These are problems we can solve,” said Binh.
These are drivers of economic growth while facing challenges from the external environment.
Any improvement in the business environment will largely depend on the specific plans for the reform of that environment implemented by ministries, sectors and localities, both in terms of content and speed of implementation, he said.
